One passage where the term is defined rather than merely used. Each names the work, the page and the date, and says whether the wording is his own.

al-Fatāwā wa-l-ajwiba

distinguishes

The aqṭāb are many; the Fard is one in each age, and from him the ʿārifūn of that age draw supply. Unqualified, 'quṭb' means the comprehensive one — but the word is also used of anyone on whom a station or a state turns.
